Caroline Lucas: Given that the Bill fails to include any legal commitment to replace social homes that are sold under right to buy on a one-to-one basis, does the right hon. Gentleman accept that selling off valuable council homes to fund the extension of right to buy means that we are losing two social homes to rent in return for just one social home to buy? That is an overall loss.
