Caroline Lucas: I congratulate the hon. Lady on securing this important debate. Does she agree that at the heart of the issue is a massive power imbalance between landlords and tenants, and that if we could get that power balance more in equity, tenants would be able to press for the things that they need in order to have a secure roof over their head.
