Caroline Lucas: The right hon. and learned Gentleman is making an excellent speech. On environmental standards, does he agree that there is another problem—a governance gap? With the lack of the ECJ and the Commission, there is nothing to enforce those environmental standards, and therefore we need a new legal architecture; judicial review is not enough.
