Caroline Lucas: In 2010, responding to a House of Lords constitutional affairs report, the Government Minister asserted: “Under the UK’s constitutional arrangements Parliament must be responsible for deciding whether or not to take action in response to a referendum result.” Can the Secretary of State explain what has happened since 2010 to change the Government’s view on that?
